Otter Tail VINELink Coverage
Minnesota VINELink is the state entry point for VINE, a custody-information and notification service. It can preserve a useful agency-reported event after a person drops off a current jail roster, but it is not Otter Tail County’s release archive. The live Minnesota provider selector or the person’s result controls which agency is covered. No static official list found in the local research proves that every Minnesota county jail always sends data, so provider participation must be checked in the interface.
Otter Tail County publishes a current In Custody PDF that updates every two hours. It is not a release list and it has no historical search. Minnesota DOC uses a separate Locator for people still under DOC jurisdiction, including many who have left prison under supervision. VINELink may add an alert layer to either custody path when the relevant provider and event are offered. Federal Bureau of Prisons, ICE, and U.S. Marshals cases require their own systems.

Search Otter Tail VINELink Records
Use as much verified identity data as the interface accepts. Names can be shared, misspelled, or recorded under an alias. A provider and custody identifier can separate similar results. Compare the returned agency, status, and identity fields before opening or registering on a record. A match from another county or state should not be treated as the intended Otter Tail County person.

- Enter the full name or custody identifier, then try known aliases or spelling variants when needed.
- Compare every match by provider and available identity details before selecting a record.

If no person appears, record only that the person was not found in that VINE search. The cause may be provider selection, spelling, aliases, a transfer, reporting lag, coverage, or display rules. Absence is not confirmation of release. A current jail check, a Sheriff release or transfer record, or the Otter Tail County released-inmate search path can resolve the next step.
The Otter Tail current roster can supply identifiers before a VINE search. Its fields include MNI number, booking number, intake date, name, age, sex, charges, bond information, and a projected date on some sentenced rows. Save the identifiers while the entry is visible. The roster has no archive, and the MNI or booking number can help Sheriff Records distinguish the intended episode after the name disappears.

Otter Tail VINELink Release Fields
A VINE result should be read as a provider report. The displayed labels can vary with the agency and custody event. A released or out-of-custody status can remain useful after the live Otter Tail roster changes, but it does not state that every possible hold ended. Another county, MN DOC, Immigration, or the U.S. Marshals may have received the person.

Do not turn a status label into a fact it does not state. “Released” from the Otter Tail County Jail may mean community release if the underlying record says so. A transfer, by contrast, ends county custody while government custody continues. Minnesota Statutes section 13.82 makes the date, time, legal basis, and receiving agency for a transfer public arrest data, as well as the date, time, and legal basis of release. Those Sheriff fields are the stronger way to distinguish the two events.
A state-prison result needs a second distinction. Minnesota DOC can show a released person as “Under Supervision as of” while correctional jurisdiction continues. - Select telephone, text, email, or an in-app option offered for that event.
- Enter the phone number or electronic address and complete the verification prompt.
- For a telephone registration, create the requested four-digit PIN.
- Save the confirmation and use the registration-management route to update or cancel the alert.
When an automated telephone alert asks for the PIN, entering it confirms receipt and stops repeated calls. Text, email, and app registrations may instead use a link or one-time code. Follow the live instructions. Do not share a PIN that controls the registration. Keep the confirmation details in case a phone number or email address changes.
Registration is tied to the chosen record and offered event. A new phone number, blocked caller setting, full inbox, or changed email address can prevent delivery. Review the saved confirmation and use VINE’s management route when contact details change. If a notification is expected but never arrives, do not infer that custody stayed the same. Reopen the record, contact VINE help, and check the reporting agency directly.
Otter Tail Notification Layer
Minnesota VINELink adds a person-specific layer that the county’s current-only PDF lacks. The jail PDF shows who is in custody at the report time, along with booking fields and projected dates for some sentenced entries. It offers no release archive and no county Sheriff jail app was found. A VINE registration can instead follow one selected person and send an offered alert when the reporting provider posts a custody event.
This is the distinctive local value of the service. A user need not infer a release by watching a static roster for a name to vanish. The alert supplies an event to verify. Yet it remains only a prompt. Provider coverage, event availability, data timing, phone service, and email delivery can all affect what arrives and when.

Otter Tail VINELink Help
The national portal lists 1-866-277-7477 for help finding an offender, registering for notifications, or locating victim services. It describes support as available around the clock, with live operators in more than 200 languages. This can help when similar names appear, the provider list is unclear, or a user cannot complete a registration.
Official VINE mobile applications are also linked from the national portal for iOS and Android. Those are VINE products. They are not an Otter Tail County Sheriff inmate app. The distinction prevents a user from expecting county-only features, a local recent-release gallery, or an official county archive in the mobile service.
Keep the person’s identity details and the reporting provider at hand when asking for help. Support can assist with location and registration, but the originating government office remains the source for a maintained release record. Confirm Otter Tail Release Events
VINE cannot answer every custody question. It does not replace the Otter Tail Sheriff record that states the actual release or transfer, the DOC Locator for a Minnesota prisoner still under jurisdiction, the court register that explains a judicial order, or federal custody tools. Data may lag, a person may be listed under another name, and a record may no longer display. The provider shown on the event determines the next confirmation source.

Match the notification time to the agency record rather than treating the alert time as the release time. A message can arrive after the provider posts its event, and the provider may receive data after staff complete a custody step. The maintained record can supply the actual date, time, legal basis, and receiving agency.
